Initial Permanent Appointment

Eligibility

  • Seven consecutive years of full-time service in eligible professional title.
  • Last two years must be in same eligible professional title.
  • Leave of absence at full salary counts toward years of eligibility.
  • Time served in temporary and probationary appointments are included.
  • Leave of absence at less than full salary does not count.
  • Part-time service does not count.
  • Time served in academic title does not count toward years of eligibility.
  • Appendix A and Appendix B titles are not eligible for permanent appointment.
  • Prior Service Credit up to three years of consecutive service can be included (or up to four years for individuals who held an Appendix A title) as follows:
    1. Employee must make request to the VP/Provost within six months of date hired.
    2. Must be approved by VP/Provost.

Procedure

  • Human Resource Services sends a monthly report to VP Coordinator listing the permanent appointment effective date for their professional employees. This report is prepared for employees with an effective date within 18 months. This allows time to prepare the file and to provide the employee with the required notice if necessary.
  • Supervisor prepares file and submits with supervisor's statement to department head for recommendation.
  • Department head submits file with memo of recommendation to VP/Provost.
  • VP/Provost submits file with memo of recommendation (addressed to President) to Human Resource Services (via VP Coordinator).
  • Human Resource Services review file for compliance.
  • Human Resource Services notifies employee that the file is available for review prior to sending to the President.
  • Employee reviews file in Human Resource Services.
  • Human Resource Services sends permanent appointment file to President for recommendation.
  • President returns file with recommendation to Human Resource Services.
  • If President supports the permanent appointment, Human Resource Services sends the file to the Chancellor for approval.
